computer wont load os

I have a computer that will not load windows. I have just installed the os. I went through the blue screen part of the install fine. but when i restart the computer to go inti the other part of setup it goes to the loading screen and halts then there is a blank screen, the comp. never powers off, just stalls at the blank screen.

I heard it could be the hard drive but i ran diagnostics on it in a different comp. and everything was fine.

i have tried safemode but it does the same thing. i have no extra hardware to remove.

 

did you do a full format of the drive during the install/

 

So it does the logo loading screen, then just hangs at a black screen? When booting into safe mode, does it load all the .sys files fine and hang on a black screen, or does it stop on a line?
