Computer won't Start

    I have a very specific problem and I have no idea what that problem is. I cannot for the life of me figure out what the problem could be, so let me start.

    I don't know much about what the specs of this hardware is because its hard to find anything out about it.

    Mother Board - Foxconn 650M02-G-6L

    Description: No breaks, scorch marks, burns, or otherwise physical damage. Only problem its a bit dusty and I don't have anything to clean it with, dust has never made this problem before on any other computer I rebuilt and fixed.

    CPU - Intel Pent 4 (unsure sock) - unsure if its dead, no way to test it in another motherboard.

    Description- no damage.

    380W ZPower PSU AP-400X- Tested and working

    Description - looks brand new.

    I have removed ALL hardware except for these components. It sits alone in a case with a Heat sink and fan installed, and a second fan attached to the rear. Its a friends computer and we had problems with it before, but last time it was just a PSU failure, but after the PSU was replaced it worked fine again.

    I checked for any possible shorts outside of the motherboard, none.

    The Power button is in the proper place.


    Here is the problem now from what I see:

    I press the power button and the fan blades twitch and then nothing happens. Then if I press the power button again nothing at all happens. If I remove the power and wait for the capacitors to discharge(assumably) then plug back in the power cables and press power again, again fan blades twitch but no power on.

    I don't know what to look at on this computer to find the exact problem, I'm not sure how you test a CPU or what happens when a CPU is dead, but my only guess is, is that the mother board is dead. But I don't want to just have him toss the computer without being positive its the motherboard or just the CPU or if EITHER are the problem.

    Also I want to know if there is a fix for this, or a way to test the components on the board.

    Also, I cannot find ANY info about the board anywhere, I've searched google and many other websites, if anyone is willing and comes across a manual/schematic of this board I would be very grateful for a link.

    Do you have both power plugs connected the 20 pin and the 4 pin ATX_12v? Any beeps with no RAM connected?

    Here's a link to the manual. Foxconn's website is very slow tonight.

    All the dust could be causing PSU and possible other hardware failure, Get a can of air and get rid of all the dust and if you have a spare PSU try it, You can't just run a psu full of dust, it can and will stop working at some point. Anyway that would be one of the first things id do, and as sach said take the ram out and listen for any beeps.

    To discharge the capacitors you turn off the rear power switch, unplug it and then push the power button again, this removes any residual current from the mobo.

    It is assumed you have disconnected and reconnected the power sockets to the mobo. Do you have at least 1 RAM module in place?

    Is the CMOS battery good and charged?

    I would recommend removing ALL the motherboard headers (power switch, reset switch, LEDs, etc, just in case one of them is faulty. A stuck reset switch made me buy a whole new motherboard unnecessarily recently.

    To attempt to start the computer, short the power switch pins briefly with a screwdriver.

    Also, some power supplies have a test button. Push and hold for a few seconds to see if things power up.

    Just curious as to how you verified that the PSU is fine? Looks new doesn't equate to working well.

    Ok, sorry maybe I didn't specify enough. I tend to go off in different directions when I type. Also, I'm really tired.

    The PSU is fine because I checked them BOTH with a multimeter. The PSU's look brand new and have no dust. I didn't buy them, I just received them.

    The Cmos battery has never made a difference with turning anything on except if I needed to reset the CMOS Set-up or Boot Password. But with/without a good one it still wont boot.

    I tried with and without 2 different RAM.

    I've removed all the switches, LED's, Video Card(If your thinking this may cause a problem, it shouldn't because only thing it does it sends messages to the monitor and processes video data, totally unneeded for a first boot test, but still won't boot with it either), other cards, Drives, and USB ports(not the solder ones on the MB).

    The Power button is fine as it passes the current through to start the MOBO.

    Also, I've shorted it as well as a test to still no avail.

    And I did, finally find the manual on the Foxconn website but still no schematic. I don't even know if a schematic is available to the public..

    I have basically brought the problem down to one of 2 components, both which I don't know how to test individually, I don't have another MOBO that can fit this processor, and it would cost me $50 to get a replacement, waste of money, if it turns out to be the CPU. If I buy the CPU though and the MOBO is broke, then I just wasted money there, If both are dead then best choice is new computer altogether. Which I don't like assuming both are gone to take the easier path, even if I had a new comp I'd still want to know the problem with the one lying here.


    So my question is:

    Is there anyway to know if its a Mother board problem, or a CPU problem at this point. Or what are the rest of the trouble shooting steps from here. I don't know if I am missing any details.

    Sometimes if the processor is making poor contact then you will nothing from the system. I have had to CPU installed and for all purposes "looked" like it was properly seated but I was experiencing a similar problem. I reseated the CPU "properly" and the system came back to life.
