Computer won't turn on with graphics card installed

    I just put an Arctic Cooling VGA silencer on my ATI X700 Pro PCI-E card. The first 3 days I didn't have any drivers installed cause I didn't have internet available, then I finally installed the latest drivers from ATI' I played Farcry for a couple days, and I noticed that the side of my computer was really really hot, so I took off the panel to discover that the fan on the VGA silencer wasn't moving...It was moving every other time I checked (the first 3 days I had it). So, I turned off my computer for the night, and the next morning it wouldn't turn on. I get a very high-pitched sound that coencides with the blinking orange LED on the front of the case, instead of a steady green power light. It works fine without the card in there. Please help, I'm stumped!

    Dell 4700
    512 mb DDR2 400mHz (2x256)
    pentium 4 2.8, 800 fsb
    40 Gb SATA HDD
    160 Gb SATA HDD (not connected to anything yet)
    16x DVD +/-R/RW
    ATI Radeon X700 Pro PCI-E w/A.C. ATI Silencer
    I believe the PSU is 305 W
    PCI modem

    Did you install the silencer correctly? You gotta plug in the silencer's fan into the board or attach it to a prong on the mobo or buy a converter and hook it up to the regular dongle. Also, the backplate that goes onto the silencer needs to be facing outward, as to cause very high pressure against the card.

    I know that it's on there correctly, and it was plugged in. The A.C. website stated something about a possible defective capacitor in the motor, and to get power from the PSU.

    "Solution: Get the power directly from the PSU. In order to get 12 Volt, you have to connect black with black and red (VGA) with yellow (PSU), for 5 Volt connect black with black and red with red. You can also use a thermistor to regulate the voltage. To connect the cables soldering is not necessary. Easiest is to use a 5.25" Y-cable and cut o­ne plug and the VGA power plug, remove the isolation of the corresponding cables, twist them into each other and isolate with standard tape."

    That's from their website, but I don't know how to do any of that! Can anyone help me out?

    I'm sorry to say this but I think you have fried your card,running the silencer with the fan only partially working would have killed it,the silencers dont come with speed sensors so I doubt the comp is failing to boot because of it,you can try plugging the fan into a system fan jack,the two pin silener plugs will fit,you have to make sure the - 'black' is lined up on the motherboard jack,it will look like it wont fit but it does and stays in there pretty good,this is the same as getting the juice straight from the psu
