COMRes.dll error would like to jus format!!!

I have an error with my COMRes.dll file ... to be honest i would like to jus format and start over so if someone could get me to that point i would love it ... lol ... also my start bar is gone and only a few apps run and right now im usin my other comp to use this thread. Also, have purchased new copy of win xp.

i have tried several ways of formating/fixing problem already here they are and there error messages:

safe mode restart w/ system restore --- still get comres.dll error message no start bar and only a few apps

format w/ right click on c: drive in my comp --- must close all disk utilites before this can happen

restart from new win xp cd --- tells me that my hard drive needs to be powered up or turned on ... its in a laptop and turns on to run win xp w/o start

any help is appreciated im staying online til this problem is fixed if someone can help ... i have also ran malwarebytes reg cleaner and have tried to recover the comress.dll file with recuva but no luck ... have avg .... PLEASE HELP!!!!!

 

managed to fix comres.dll error but still no start bar and safe mode isn doin anything also still cant format!!!
