Connected but IE nor Firefox can display page - Please Help

I have just changed ISP to peoplepc using dialup - this may be a coincidence. The software connects but the page will not display. The modem is working - pinged it and it is okay so it is connecting. I uninstalled IE and reinstalled with the latest version...same thing. Tried Firefox - same thing, page cannot be displayed. I installed Spybot but I can't get it to update the files so I can run the scan. When I try to download updates it says "cannot allocate socket". I know that the modem is connecting but nothing seems to be able to get through. I even tried a different modem...same thing. Talked to peoplepc - they say it is a windows problem. If it is a trojan or malware etc, please tell me how to get it off when I can't get the malware software to connect to update it. Please help! Also, when I disconnect, a bartshel error comes up. I believe this is a peoplepc problem but can you tell me how to do away with this error. Thanks!

 

Have you recently changed Anti-virus/Firewall? Try temporarily disabling your Anti-virus/Firewall and see if the page displays.

I tried with XP firewall enabled and disabled - got the same result. I disabled Norton then just uninstalled Nortorn...same result. The modem connects but IE nor Firefox will display the page.

I don't know much about networking but... modem driver problem, perhaps?

 

I don't know........that Norton's is a redflag. I would make sure it is fully uninstalled.
