Connection issues

I'm not sure whether is a software,or a hardware question as it as I see it,covers both issues. Anyways something is tanking my internet connection to all heck sometimes. I can get around it by disabling my Antivirus software and malware scanner,but this is something I'd rather not do,for obvious reasons. Is there a program that allows me to see what's using my connection,what it is,and also allows me to remove anything that shouldn't be doing so,as I suspect I have something that my AVG antivirus software and Malwarebytes have been unable to detect,and it's screwing up my connection.
