When I go to the control and try to access anything I get a message saying "This action has been canceled due to restrictions put on this computer." This started the same time that a security alert window came up that says that my computer is making unauthorized copies of your system and internet files. Then it sends me to a spyware program to buy.

Yep- it's malware. I ran into this exact same issue on a PC last week. Chances are your task manager and regedit have also been disabled. First, run RRT (available free here at MajorGeeks). http://www.majorgeeks.com/RRT_Remove_Restrictions_Tool_d5635.html This will enable your task manager and regedit. Now, run regedit and go to these keys:
HKLM\software\microsoft\windows\current version\policies\explorer
HKCU\ ^ ^ ^ ^ ^ ^ s a m e a s a b o v e ^ ^ ^ ^ ^ ^ ^
and look for any entries that mention the control panel and remove them. If you also see any entries that mention the task manager, make sure the value reads '0' (zero). A reboot may be needed to re-enable the control panel. But, sometimes upon rebooting, the malware will kick in again and put the entries back in the registry putting you right back at the beginning, so it's best to follow the link in the above post to remove the malware first, then run RRT, then fix the registry....
