I have a document downloaded from a web site. I copied it onto my computer under My Documents.
I want to transfer or send it to Word or someplace so I can type in information, and attach it to an email.
I did get it over to Word, but cannot enter any information on it. So, I scanned it into my computer as a picture. I can add text, but that requires making text boxes and then typing in what I want. That method is a pain, as I may make the box too small and text will not all fit, or make it too large and blot out information on a previous or following line. And once I add the text box I have difficulty changing the size of it if needed.:
is there another simpler way to do this? I can hand enter information on the form, scan it, then send it as an email. But I prefer to type in the information.
    So, wadda I do?

That sentence lacks the most important information: What kind of document is it (file extension)?

Well that's bad news. Text is not saved as text but as image in a JPG file. To extract text out of it you need to apply OCR on it. I'm virtually certain you will lose any formatting informations though. There are some online OCR converters e.g.

What was the extension on this? pdf? If so, it might be a form that you can not alter.
You saved it as a jpg/picture when you scanned it, but what was the file when it was downloaded from the website?

Does it have to be sent to an email address as a word document? Can you send it as a pdf file with your email address? You could use Nitro Reader to edit the pdf file.
