Coreldraw Settings

I had Win7. and CorelDraw 11 and I loved the CorelDraw.
It was so easy to change Settings and Movie things to new places like the Color Palate.

But I got Win10 and my CorelDraw 11 did not work at all.
So I go CorelDraw 2019 and thing are not at all the same.

I am trying to Drag the Color Palate that is on the Right Hand Side do to the Bottom of the window like I did in CorelDraw 11.
But it will not move.

Dow anybody know if CorelDraw Locks things or anything like this?
