Coupke of weird things going on with my hardware

Hello i have some weird lookin stuf going on in my computer concerning hardware. Problem one: I have recently had to replace a sound card because the other one went dead. So i installed new one scince the old one is intergrated i turned off its jumper so it would be deactiviated in the system. Well for some reason the system still sees the two game controllers and it has a resource conflict with the one on the card. So even if i uninstall the driver it comes back when i reboot the system. How do i get that driver to go away for good. problem2: My computer for some weird reason is seeing a virtual device on here that doesnt exist. Under system devices on device manager it sees this tv encoder thing (which i dont have) so i uninstalled it. Well now it says it is seeing this hardware that is called unknown device and i havent changed anything hardware scince scince i installed my sound card. What can i do about these problems. Thanks

Have you checked the BIOS for the onboard game port? usually there is an option under 'onboard devices' to enable/disable the game and serial ports.

as for the TV encoder, what kind of video card do you have? and are you sure its an 'encoder' and not a 'decoder'?

 

Well my pc was a custom built one. For turning it off i checked the manual and there was a jumper i had to switch off. I did as the manual said and plugged in the new card. But it still sees that game prot but the rest of the card is off. As for the videocard im not sure what it is all i know is that its intergrated along with the sound card. And it has no features for tv hookup not even a cable prot. And it works fine with my monitor because if it was an encoder im sure my monitor wouldnt work. Maybe if i check on everest it will tell me? The new tech guy
