Working on a Toshiba Satellite l-25 S-119 for my church.
Gets stuck on the preboot screen (Toshiba and choice of F2 or F12 (neither take you anywhere when stuck) and must be unplugged and battery taken out to start over.
Will boot up fine sometimes, sometimes takes three or four tries. Doesn't seem to matter if hot or cold, battery removed works better than with it in, but battery tests fine and works fine in another computer. Power converter tests fine, too.
Also, doesn't charge battery unless Windows is running, then takes two days to charge from flat (about 2% per hour, or so).

    Any ideas? Please?
    Thanks and Blessings,

Maybe there is a short in the battery charger causing a) windows to start up strange and b) not charging the battery within a reasonable time. I'd try another charger.

I'd say it's a problem on the system board. The power circuit has failed, not completely, but real close. The power circuit includes the charging circuit, the voltage regulator, and the general system power supply. If the laptop is more 2-3 years old, IMO you should seriously think if it's worth repairing. If my diagnosis is correct (or even partially correct), a repair would be at least $175US, and could be as much as twice that. But then again, I could be wrong... hopefully ;)

This thing HAS been dropped a couple of times, obviously......

It ran fine on the charger alone with the battery removed - was the only way it would boot at all until the battery was fully charged - had to boot up, wait for windows to be stable, then insert the battery - took two days to charge.

Yeah, that bad circuit on the board is sounding pretty good for an answer, but pretty bad for the lappy - sounds like it might be doomed to die 'cause I doubt they'll cough up the jing, since they've already spent $200.00 on it replacing broken case parts.

My problem is, this looks BAD for me - it worked fine - even after I did the repairs - until it sat for three months - them the new issues popped up.

    Cest la vie, no?

    Thanks and Blessings folks!
