Cox Cable 13kb upload What the F$%#?

I just recentley got a cable modem and and all my speed test and Cox communications speed tests I get 50kb or so upload, but if I hook to any p2p and I mean at least 4 + Bittorent, BCDC I can only get 13kb upload no matter what I do or change, and it is also the same on my spare computer which is set up differant. I have heare ISPs are blocking some ports on p2ps , but this is absurd, Thats just barley double dialup speed for uploads, i would love somones opinion this. They swear that all they can to is a tracert to yahoo.com and that everthing is fine and try to lay it off on me, but not on two differant computers, with differant settings. any help would be apreciated

 

Yeah ISP do have caps on uploads. This is strictly written in your Service agreement. I know i have been capped from 120k/s upload to 12k/s upload if i up too much. Nothing you can do about it sadly.

 

get dsl that doesnt cap like that, i'd suggest sympatico. been happy with em for couple years
happily uploading at 80kb/sec with no monthly limit

 

Well they tell me they dont cap uploads and that speed test show that they dont, and thats all they can do, I thing it is deceptive, should be illegal and surely immoral. This is the only highspeed in my area, so I am stuck. Is there anywhere I can find out if COX in particualry caps speed so I can hammer a level 2 tech or someone in there legal department
