Recently I've been running into CPU issues,as several of the programs I use, notably one called Bluestacks,in which I use Multi-Instance mode which allows me to run as many as I wish to as one time. I usually run 3 instances at one,but this has my CPU running at anywhere between 80-95% which causes my system to be extremely slow at times. Would there be a way I could push my CPU to where it could handle this,or would a CPU upgrade be worth thinking about?

A CPU upgrade is the better option.
Look at the motherboard's specification to establish what CPUs are supported.

There's already an Intel Core i7 3770K in there. That's nothing to sneeze at. That CPU and the rest of your system already far exceeds the recommended system requirements (except for W10 - which does manage resources better than W7).

So IMO, something else is bogging down your system. It looks like you are running AVG, Malwarebytes and Windows Defender. You also seem to be running with 2 firewalls (AVG Firewall and Windows Firewall). I recommend you uninstall AVG and run with just Malwarebytes and Windows Defender as Malwarebytes and Windows Defender play very well together without causing conflicts or hogging resources. And you only need 1 firewall and Windows Firewall is fully capable there too.

You might consider moving to a SSD.

Digerati is right. In addition to putting your AV and firewall programs on a diet, a SSD is a fantastic upgrade. When I upgraded to a SSD in my notebook PC a few years ago I noticed a dramatic improvement in boot time, faster browser page loading and (albeit unscientific) less memory and CPU usage. I now have SSDs as my main drives in the three PCs I use the most (Windows, program files) with the older standard drives used for file storage only.
