Cpu Fan 100% Sounds Like Jet Taking Off

The motherboard i am using is an msi 880 gm e35

As soon as the computer starts the cpu runs at full speed..
The cpu is not overheating, the fan is running so loud and so fast it almost sounds as if about to break off the case.

I tried to search for an option on the bios but i couldn't find anything relating the cpu fan speed. The cpu fan is connected to the port on the motherboard that says cpu fan 1, i even tried the other fan port and it has the same issue..

While my computer works its unbearable with this noise, its running linux mint if it matters but since it starts with said noise it isn't OS related it seems. Its a ''new'' build i assembled with scrap parts one of my jobs let me have.

cpu and cpu fan work fine in another motherboard i tested just to confirm its not faulty, this specific msi motherboard seems to put all cpu fans at full speed, the case fan is running at normal speed though
