Just wondering if anybody has used this program.

    I have a Compaq SR1300NX with a ASUS A7V8X-LA.

I think my PLL Manufacturer is VIA, but I can't find an option for it in CPU FSB.

Is this your mobo ? If so the circled chip is most likely your PLL chip, odds are it will have ICS and a string of numbers.. The overclocking guide has be updated regarding PLLs and software overclocking.
