CPU Ussage acting up

My CPU usage is messed up. It runs near 5% to 10% if I do nothing. But when I do a simple action, such as move a window around the desktop, the CPU usage jumps to 90% or more. Videos run choppy, and my desktop appears as if it is skipping. I ran spybot to see if there was anything it could detect that could be causing the problem, but it found nothing. I also did a virus scan and again nothing. I've gone through msconfig and filtered out programs I don't want running at start up. Anybody have any suggestions as to how to fix this or what could be causing the problem?

Use Task Manager. Go to the Processes tab.

What seems to have high CPU usage?

And see if things spike when you move the mouse.

I've seen this issue before when the video drivers are not functioning, and/or hardware acelleration has been disabled. That would also fit your other problems too.

The GUI in XP is hardware accelerated. It makes a big difference.

To add a bit to Adrynalyne's post above also make sure all drivers and MS updates are upto date.

Does it max out the cpu when you access the hard drive?

If so open up the device manager, and goto IDE Atapi COntrollers, double click on Primary and goto the advanced tab and make sure that DMA if avaiable is eneabled on both, click ok, and do so for secondary also.

Whatever I am either moving around, such as a window, or have the cursor moving over begins to read a higher CPU usage. The CPU usage does spike when I use the mouse, to about 30% to 50%. I reinstalled my drivers, even ran a driver cleaner, but that did not work and all accelerations are enabled.

It was anything from AIM, to IExplorer, to winamp, but the problem has now stopped. I changed my power settings for my laptop to a quieter mode for the fan and everything ran smooth again. I changed it back to the previous setting and everything was still working fine. The problem seems to be fixed, or at least not acting up anymore. Any ideas how just changing the power setting and back again managed to work?

Here is what I get when I do similar to you.....

opening Task Manager CPU % hits 14%
moving mouse like crazy CPU % hits 6%
grabing and moving the Task Manager window CPU % hits 44%

I have no issues with my PC speed... AFAIK these are normal to your cp running any given task... I think you are going to have to give us your FULL system specs hardware wise.

I had a strange thing happen to my cpu usage the other day . my system was idle . no applications running what so ever. But the cpu usage was showing 90% - 98% and my hard drive was acting like it was working overtime ? But it seems ok now

Well thats upto you.. do you do alot of file searches?

I don't and most users don't either, unless you are utilizing a large database of info, then indexing would be usefull but in everyday use its not worth the overheads that the indexing service brings... IMO, others may agree or disagree but the damm thing has a mind of its own and starts when it wants without warning... thus eatting up CPU time and reducing your HD to a quivering wreck ;)
