CPU Wattage?

    Hello,


    I Need help, I've built a new PC and installed a little Pentium 4 CPU until i get what i really wanted, Now I'm upgrading the CPU again, to a Q6600. My main question is: They say "Wattage: 95w", Is that the wattage it uses all the time or how much it requires to even start.

    Because I don't really think I could buy that CPU if it use's 95 Watt's just on idle, that would be outrageous if it does. Please excuse my Newbieness, I'm still new to this. I just don't want to spend the $189.99 on the CPU and end up paying that every month for the electric bill :p
