Create A Pre-installed Freeware Computer For People In Need?

I have prepped my old laptop with free (Creative Commons licence) stuff (kids movies, language learning courses, audio, music, games, etc) and will give it away to a refugee camp without Internet. Now I wanna do that in a more organized way, giving more people the opportunity to do this with their old laptops.

How do I do this in the best way? My thinking is to assemble a solid base of useful free content from the net, and package it as a torrent file for people to download and copy to their give-away computers. Maybe even prepping usb flash drives and mail them to people.

All this has to be legal to the letter, otherwise people who don't agree with my views on human rights would have an easy target to file an complaint to the police.

* Any tips for useful free software suited for such a computer? Computer tools (Office, etc), computer games, public domain media content, etc?
* Is it legal to distribute freeware software myself?
* Is it an option to somehow distribute a vm ware-like instance with all software pre-installed?
* Any other tips how to proceed with this project?

I like your idea. Just be careful to remove all your personal info off the hard drive since you can not be sure that computer will never be hooked up to the internet.

I have not used LibreOffice but it gets good reviews also.
