credit where its due the 'Tweaking.com Windows repair is fantastic !

I have searched for ages to find a way to return my User permissions for files and folders back to default without sucess .
I had stupidly altered my user permissions to full which resulting in all sorts of problems accessing my User folders and files.
I ran the windows repair facility and selected 'restore permissions' together with a few other options and bam! everything is back to normal.

I can access all my User folders and Libraries again.
