I just finished putting together a PC for a friend. The specs are as follows:

PCChips "M916" HT1683 Chipset Motherboard for Intel Socket 478 CPU
    Intel Pentium 4 2.26ghz Socket 478 CPU
    Kingston 512mb PC3200 DDR Ram
10gb Maxtor Hard Drive (Used in previous PC)
    Rosewill Radeon 9600 Video Card
Misc CDROM and Floppy Drive (Used in previous PC, unsure of brand/version)
    350W PSU

Upon completion, when I go to boot up, it does not work. The CPU fan powers on for about half a second, then shuts of immediately. I am at a loss as to what may be causing this. A bad PSU perhaps? Maybe a motherboard problem? If anyone could suggest some possible problems so I can check them out, I'd appreciate it.

did you hook up the aux power supply cable? (the square yellow/black one)

Yes I did. If I have that one unplugged, everything starts except for the motherboard. The HD gets power, the CDROM gets power, the CPU fan runs, etc. However, as soon as I plug that in, nothing turns on.

Couple of things I am going to suggest that you check and make sure to be correct (according to the mobo manual, etc.):

~ CPU fan plugged in the correct power pin
~ the cables coming from the front of the case is plugged in the correct pins on the mobo.

The CPU fan is plugged into the correct slot. That I am sure of. I guess I can try to reconfigure the wires from the front of the case. This part of the manual seemed a bit sketchy - it wasn't documented very well. None of the labels on the actual wires matched the labels from the manual. They were close, but none were exact. I configured them as I figured they should be. I thought that if these were configured incorrectly that the front button/LED lights would not work, but everything else would be fine. As of right now, the front power button doesn't work, so I have been turning it on from the power supply itself. Could the front wires really be causing this problem?

Remember the cables coming front of the case came with the case not the mobo so the mobo manual woul not be able to give you specifics. It'd only tell you which pin is for what and also you have to remember, none of the cables/pins have to be hooked up but the POWER (on/off) one, the rest for visual purposes they do not have functionality like the power connector/switch and that is the one you have to get correct. Some mobos show Power LED connector on the mobo but ther would be also one labeled 'Power on/off' which is the one you would need to connect the Power cable from the case to, ok?
    Hope this helps.

PS. yes so far the related connector diagrams had been very vague but recent mobos actually had them color coded and clearly shown on their manuals for easier setup.

    heres a suggestion...

if its not too late, RMA that motherboard FAST. PC Chips make terrible terrible products.

stick to Intel if you want a good cheap board for him. the i865 chipset or 875 are great for that series, like the Intel D865PERL .

    YES!
You shouldnt be able to power on from the power supply! only to power off which you shouldnt do either!
Your problem maybe you have the power on/atx switch & front leds wiring crossed up?
Bad switch/Bad mobo another fine PC Chip product?

I third the RMA of the motherboard. Get a different brand as fast as you can. And don't buy another PCChips mobo.
