Win 98 can't read drives formatted as NTFS. It's FAT and FAT32 only. How is your data bar formatted? (right click > Properties)

98se was the start of having USB capabilities. Also who still uses 98 these days.

98SE was also NOT plug and play for USB devices. You needed a specific driver for each device. I had an external enclosure with a CD burner in it. I had a devil of a time trying to find a driver for it.
Since the Freecom USB data bars range in size from 2GB to 64GB, it is a newer USB device. Earlier and hence supported USB sticks started at something like 32MB!
I strongly suspect that there is not a 98SE specific driver for this hardware.

There was a universal USB driver for 98SE which I was using but since support for 98SE in July 2006, I'm not sure it is still available. Let me do some searching.

As a last resort, you could install the universal driver and see if the stick is recognized.
If that doesn't work, you will have to use the stick on XP and above where it will be immediately recognized.
