Then I went searching some more
Outlook Express 6.0 was included in Windows XP (October 2001) and integrated with Internet Explorer 6

I'm guessing your XP probably has IE 8, not 6.

I'm not sure what you are using is compatible with Dawn 5.4.

Lastly I found these directions which say not to use the Wizard.
    1. Dawn is an address book converter program.
Dawn version 5.4 supports Agent 3.0 and later.

    2. In Agent, export your Agent address book to a .xml file.

    3. Start up Dawn "classic".
Do not use the Dawn "wizard".

    4. In Dawn, go to "File » Open » Open File..."
In the "Files of type" box, select "XML files (Agent)"
Navigate to the .xml file which you have just saved, and
    open it in Dawn.

Dawn will read and load your Agent address book from
    the saved .xml file.

    5. Dawn has these options for exporting to Outlook.
    (I haven't tried Outlook yet.)
    A. File » Save » Export Into Address Book » MS Outlook

5.1 Note that "Outlook Express" and "MS Outlook" are two different
    choices.

5.2 If "MS Outlook" is not shown on the list, go to
"Edit » Preferences » Program Interfaces" and adjust
    your Dawn configuration.

    B. File » Save » Save as File » Save as type » Comma separated values (*.csv)
and then import the *.csv file from Outlook

If you have outbound mailing lists which you need to copy to Outlook, then

    I. The MS Outlook *.csv format does not hold mailing lists.

If your MS Outlook can import *.ldif files (LDAP Interchange File format)
then that would be a better format to export from Dawn.

II. In Agent5 there are two ways to put an outbound mailing list together...

    (1) You can type email addresses directly in the list's "Names and Address" box.

    (2) You can use the "Pick" button to pick ordinary contacts from your
address book. Agent puts the contact's name only in the list's
"Names and Address" box. Agent looks up the email address when
    you send the email.

Many other programs' address books only support (2).

What do you see over here?
    C:\Users\<username>\Contacts

My windows XP computer died on me. However, I had a backup of the files. the user.wab file is the address file from Outlook Express and is what I am trying to convert. It says it does convert .wab files to .csv files and it went through the entire process and said it had successfully converted it, but no file was found. I can't use the Dawn Classic because I don't have a .xml file.

We don't know what you see when you open
    C:\Users\<username>\Contacts

I just checked and the folder has nothing in it. I had instructed Dawn to put it on the desktop.

In the Ribbon, is there no Import option?

I don't know what you mean by "in the Ribbon". The mail program I am using on Windows 10 requires a csv file.

When you open Windows Explorer, at the top of the screen is the 'Ribbon'.
In Windows XP there was a ToolBar.
Open C:\Users\<username>\Contacts and look for Import in the Ribbon.
