Our Exchange server is running on a 2Gb partition with only 163Mb of free space. I have been attempting to give it some room by deleting tmp files, resizing the recycle bin, and moving the page file. It also could stand to be defraged but I am unsure of how to go about this. Do I need to shut down the server to accomplish this? The logs and Dbases are on a separate partition of the same drive.

I would set the defrag to run when it's not in high use. If you defrag during peak times, then you'll have slow performance as there will be high CPU usage and high disk I/O. I would also recommend a resizing of the partition to make more room. 1G should suffice. Remember to make a FULL backup before you perform any partition activity.
