What service supports the disc defragmenter?

DCOM Server Process Launcher

When I try to start the service the window reports starting, but it won't start. Is there something associated that has to run?

Double click on DCOM Server Process Launcher. Be sure it is set to "Automatic". If it was disabled or set to manual and you set it to automatic, reboot and it should start.

Try Start--->Run
Type in dfrg.msc and hit <enter>

Works in XP Pro, just tried it now.

Try a search for dfrg.msc to make sure you haven't accidently deleted it. Bazza

Remote Procedure Call (RPC) needs to be set to Auto too as DCOM is reliant on it.

if as Bazza mentions above you are missing dfrg.exe then run through this http://support.microsoft.com/kb/922379

But some of your issues maybe because of the Virus you have mentioned twice and its advisable to follow the tread you started in malware http://forums.majorgeeks.com/showthread.php?t=110992 as malware can play havok with services and applications.
