I recently got a laptop that came with the vista operating system and now everytime i try to run my code, which i edited it using code::blocks and the mingw library, it wont run. I keep getting messages that im missing the cc1plus file which i know is there and where its supposed to be. Im considering uninstalling vista as my last option. Is there anyway around the stupid os.

If you didn't check that any required environment vars are missing, look at that.

Also, Vista is a little difficult regarding "permissions". If you have not already shut off UAC, do it.

Does the message you get say WHERE it is looking? It should, and if that file is really there, look closely at the full path and filename to be sure you're comparing "oranges and oranges".
I run a lot of stuff on a couple Vista machines, and so far no problems (knock on Sequoia).

    FYI
I just Googled this issue, and you're not alone. LOTS of people had the problem, and it is a path issue, sort of. Read this page, about 2/3 down the page is "solution". Hope this helps.
