Dell 4600 driver problems

Hi, I'm tring to figure out whats wrong with a dell computer the problem is that 5 device's drivers wont load even after formating and reinstalling all of the software. The devices are that are missing drivers are...

Ethernet controler
Multimedia audio controler
PCI simple communications controler
SM bus controler
Universal serial bus (usb) controler
Video controler

It's not giveing any errors on post or anything like that and its saying that the new hardware is detected on start up but they just refuse to install, I used aidia32 to get some system info but since I cant connect that one to the internet I'll try to post the info by hand. Another thing thats bugging me is everything except the video card is onboard, the video card is agp, but stuff like the ethernet controler and sound thing are on the actual motherboard so I was curious where are the drivers for those stored at? Is it in the actual bios chip or somewhere else on the motherboard? Aditonal information I've found out is that there are known problems with this mother board being caused by the powersupply but usualy when that happens the whole thing just wont boot. Also the owner told me that she had this problem 2 times before the first time they just didnt install when she reloarded the OS but the installed them from device manager with out any problem, the second time they wouldnt do it from device manager but she tried reloading the os again and they just magicaly came back the second time. This time its no go though, and shes already called dell but you know how their tech support is so thats why I'm tring to help her out. What I was wanting to try is to try to figure out if there is a way I can manualy download the drivers that are missing and try to directaly install them that way or something. Anyways any help or information would be apreciated.

Are you using the restore disks to reinstall windows or has the mother board ever been replaced? If so I would suspect that you may be using disks from the wrong computer. If it were 1 driver giving you a problem, I might think a card was replaced or something. Try the Dell site and see what they have for drivers.
