Dell E1505 failing to restart after reformat

I recently had to reformat my DELL E1505 after I got a virus. I installed all of the necessary drivers from Dell and now my computer won't restart. Every time I press restart my desktop icons and taskbar disappear. However that is it. I can still move my mouse pointer and my desktop image stays up. I have to hold down the power button to turn it off and restart. What do I do so that my computer can restart normally again?
