you may have a bad modem. It's not detecting the modem properly and an error with no dial tone. It may be worth going to your local store and buying a new internal modem. They aren't hard to install and are low priced. Also check the cord from wall jack to make sure it is getting a dial tone (just plug cord into a phone to test)

Something I always like to try is starting in Safe Mode and making sure whatever device I'm trying to install doesn't exist even once. Sometimes when you're trying to install something and having trouble, you end up with more than one "instance" of the device and they can all be seen in Safe Mode. I've battled with installing various things until I learned to check in Safe Mode and remove everything that shouldn't be there before starting again. I haven't had much trouble with devices with the machines I've run 2000 and XP on, so I don't know if that's a problem that doesn't exist past 98 versions of Windows but it's worth a try.

Please confirm that you actually have a US robotics modem in a PCI slot.

Many PCs of the era of yours used a 'software' modem which had a small interface card to the telephone line in a special socket. This was not a normal modem and relied on the motherboard for most of the functionality.

I will check your Dell service data when I have time later.

According to my service information this is an outline of your motherboard.

It does not have an on-board modem. Nor does it have the small riser card I was taking about.

There is a riser card with two PCI slots mounted in the large connector at the extreme left hand end. One of these PCI slots will have a standard modem in it.

Dell fitted many different brands of modem, so you will have to determine which one. When you bought one of these pcs there were usually three cds with it. One for windows, one for the motheboard and one for all the different possible modems you might have.

Go to device manager, under system in the control panel and see if it lists any modems by name. Otherwise disconnect the power and open the pc and read the label on the modem.

The quote was taken from your own original post. Your registry seems to record a US Robotics modem, but this may have changed.

Due to issues with my riser card, I have abandoned the internal modem and am going with an external serial port modem. The OP might want to consider this and grab one online for @ $20.

These riser boards seem to have a tendency to fail. All of a sudden mine claims drivers aren't loaded for PCI and nothing will function on that riser card at all. And I can't find any driver support for it, so I would have to buy a riser card and hope that MIGHT be the problem. My luck would dictate it's more than that.
