Dell Inspirion 570 w HP 2009m monitor desktop display problem

Hi Running a Dell Inspirion Desktop. OS is Windows 7 Home premium 64 bit. Have 2 gigs of RAM and a HP 2009m monitor. In the past tow weeks everything on my desktop and taskbar disappears . All the icons on the desktop and on the taskbar is completely blank and only the wallpaper is visible. Yesterday I manually powered down the computer and restated and the monitor would not start. So I went to the power strips and turned then off and on. Then the monitor came back on with a warning instance 38 that Windows did not shut down properly so I started in normal mode. I did a little bit of research and some suggest sfc/ scannow to rule out corruption going to do that. Also what I did was do a disk check for error checking with scanning for bad segments and sectors set to fix them. Can anybody diagnose this issue for me ad help me out? My AV is Avast free and my firewall is the standard Windows firewall. Thanks in advance

 

the taskbar disappears completely i don't seem to be able to right click at all. Like its completely frozen. Any additional ideas?
