I have a Dell XPS-8300 using windows 10. It seems to not support Bluetooth on windows 10. I have a Bluetooth speaker that I want to stream XMRadio music to. Is there some device that I can add to the unit in order to be able stream to the speaker?

Bluetooth is a radio system. Like all radio systems, there are two ends, the transmitter end and the receiver end. I don't see where the XPS-8300 comes with Bluetooth so you need to add it. This can easily be done if you have an extra USB port by adding a Bluetooth dongle like that one.

W10 already knows how to support BT so it should recognize the device and install the necessary drivers as soon as you plug it in. Then you simply pair it to your speaker, as per the speaker's instructions.

Remember that Class 2 Bluetooth devices have a maximum range of about 30 feet. If you require longer distances, a Class 1 transmitter will be necessary.
