Deny and Explicit

I am looking to allow a few select Web sites on a pc. I am wanting to deny all other sites excluding Microsoft (or updates for software).

I am looking to use IE6 since the operating system is going to be 2000 Professional.

Can I use content advisor in IE6 to allow only those few and deny all others?
What solutions come to your minds?

*work done is volunteer work for a church, I have limited experience but do have an AAS in Comp Communications and Networking. I am willing to work on this and am looking for a 'good fit' as a solution.
I am going to be using this on a kiosk type machine for public access with internet explorer -k switch. Found some other little bits in the group policy editor to hide all drives and not allow the save function. Expendature of extra software is not really an option, no cost with operating systems on hand (2000 Professional).

Please keep the door open; not staying on one idea or becoming fixed on 'one solution' as direction for the thread.
