Desktop and Toolbar Problem

1. Everytime I try to change my desktop settings and sounds (general computer sounds like what sound to make when shutting down windows) they are eliminated when I restart. The old settings are put back into place after a shudown and restart or simple restart. The only thing that I can change and keep after the restart is the wallpaper changes.


2. A similar thing happens to my toolbars. I take so long to get them the way I want and the changes disappear about every three weeks. The toolbars simply vanish.

Please, if anyone really knows of a good solution, help!
