Desktop Background Problems

My problem is that I can't active my "Set as Desktop Background" when you right click on a picture on the web it does nothing or I can't set a picture from the "Desktop Tabs" in Properties either. I've Done the "gpedit.msc" steps with the Prevent Desktop Wallpaper but still not luck.

Feedback would be great. Thanks

Right click on desktop, click properties clickdesktop, click brouse, and save any picture on your hard drive.
To get a picture from the web, click on picture, click on save as, and save in my pictures. If you want to use that picture on your desktop, follow the first instructions.

 

I've done that.

My apologies, I must have misread the post (getting old)
It is possible that a program, or, tool that you recently added to your pc is acting up in the registry.
Unless someone else can help, I can only think of maware causing it.
Might be worth checking in the malware section.
Read the read me first section, before asking.
