Desktop icons for all users

I have a domain, with Server 2003 on the server, and XP Pro on all clients.

I would like to create a shortcut on the desktop of all client machines to a frequently used program, but can't figure out how to set it so that it appears on everyones desktop.

When logged onto a client PC as Administrator, I can create the shortcut, no problem. Someone else logs on, and it's not there. I log back on as Administrator, and there it is!

I tried creating the desktop shortcut (on a client PC, logged in as Administrator) by creating the shortcut in C:\Documents and Settings\All Users\Desktop. That worked, the icon appears on the desktop while a regular user is logged in, but when double-clicked, the user is asked which user they want to run the application - the current user, or another user? (I forget exactly the wording, but something to that effect).

I also tried logging into just the local machine as Administrator, and then creating the shortcut, but when a regular user logs into the Domain, the icon is gone.

How do I make this icon appear on everyones desktop? Do I have to do something in active directory?

Also...

After creating the icon as Administrator, I right-clicked on it and chose to give full control to All Users.

I'm wondering though, could the problem be that I need to do the same for the actual .exe, not just the shortcut?
