Desktop Icon's Frozen.... Need Help

After I close Internet Explorer my desktop Icon's become frozen. The tool bar and start menu work fine. I'm running Windows Vista with IE8.

 

Try a system restore to a point before the problem.

And what security are you running, this could be caused by malware? You may want to run through the malware removal process at the following link;

If all is clean, try a repair installation from your recovery disk or partition. Let us know which you have if you need help with this.

 

I'm running Microsoft Security Essentials, use SUPERAntiSpyware and Malwarebytes Anti-Malware as my malware removal tools. I've used system restore and still having the same problem. I don't have a recovery disk, just the disk that Dell issues with it's new computers. Yes I need help.
