Desktop Icons & Taskbar Disappear after Logon

Hi everyone,
Dell Desktop, Windows XP Home Edition, No Service Packs, Ad-Awere SE Personal, Registry Mechanic, Spybot Search & Destroy, Xoftspy, AVG Free

Here's our problem, we have 3 user accounts and when we log on to any of the accounts everything starts normal and then the desktop icons and task bar disappear for about 3 to 4 seconds reapear and continue doing this until either they stay up or disappear for good, using ctrl/alt/delete I can get to task manager and start explorer.exe and everything comes back, if we log off and log back on it starts all over again, I've run all the above mentioned programs to clean everything up with the same results, does anyone have any ideas on this problem.
