Desktop is GONE!

I have a Dell with Windows XP Home Edition. When I start up the computer all I get is the background, no desktop icons or start menu. I am able to open the task manager. I've tried the following:

1. I put Bart PE in the D: drive and changed the startup to CD-ROM. Bart PE loaded up successfully. I was able to run Hijack This, and deleted some things that looked suspicious, as well as some worms and viruses. When I restarted the computer it was a lot faster booting up, but still no desktop.

2. In the task manager I started system restore. Went back months before this problem occurred. Same results

3. Tried to open the control panel to see if I could create a new login account, but it says I do not have access to the control panel.

4. Thinking it is a registry or security problem, I tried to restore the defaults by typing this in cmd window, "secedit /configure /cfg %windir%\repair\secsetup.inf /db secsetup.sdb /verbose" (without the quotes) but "secedit" is not recognized.

*Unfortunately, I do not have the Windows XP installation CD.*

 

1 try: right-click on the desktop and make sure there is a check mark next to show desktop icons, if there isnt click on it

2. option:
Part 1:
1. Ctrl + Alt + Del to bring up Task Manager.
2. Click "New Task..." then click "Browse..."
3. Click My Computer on the left panel. Click C:\ - WINDOWS.
4. Navigate to explorer.exe, right click and copy explorer. Rename it to explorer1 (.exe)
5. Hit Cancel to go back to Create New Task window. Type regedit.exe and click OK.
