desparately need help

hello everyone. I am new to this so please bare with me. I have been working on this problem for the past week. When I start my dell desktop, the icons do not load, just the wall paper, and whenever I try to get in the internet i get the error message "internet explorer has encountered a problem and must close".

I can only open certain programs in task manager and have deleted all tmp & tif file. If i can't get this problem figured out, I will have to format my drive. I am running xp.

Can anyone help me?
