    What is your Windows version?

What is your Display Adapter (Device Manager) and driver version?

Can you get back into Windows, and does the blue screen show up again?

The file is an intel display driver.
Turn off the computer and boot into safe mode (usually tapping F8 will allow you to get into safe mode). Safe mode loads your version of windows with a generic display driver. Once in safe mode, disable the display driver you are currently using. You can also restore your computer to a time before this driver was installed.
Then reboot into normal mode and you should have your display back.
