Devices not Powering On on Startup

    Hi all,

    I was browsing the internet today and suddenly my mouse (USB 2.0 Razr Viper) lost power (the red LED went out and I couldn't move the cursor). I looked at my keyboard and the num lock LED was on so I knew my Keyboard had power. I hit the Windows key so I could shut down my PC properly, but nothing happened. None of the keys on my keyboard worked (because the PC was frozen). So I held down the power button and shut her down.

    I waited a bit and then booted her back up and I got back into Windows and everything was fine. But while I was browsing the internet my monitor suddenly cut out (the screen went black) and the LED went from green to orange. So again I held the power button and powered down and booted her back up.

    I got back into Windows and was browsing, and my PC just rebooted. But once the reboot sequence was initiated, the monitor did not turn back on (LED stayed Orange).

    I kept trying to get my PC to work, but every time the Monitor would not turn on, and the Mouse would not turn on (the keyboard LED for num lock usually comes on later so I can't use that as an indicator).

    After probably thirty tries I got the PC to start up and everything was going again, I went into the BIOS to check the temps and everything was fine, but my PC froze in the BIOS (The mouse LED stayed on). SO I had to shut down.

    After that, I could never get a picture on my monitor. I looked up the problem of the monitor not powering on during startup, and I found a similar case. This person's keyboard lights would never turn on and neither did their monitor. His solution was a new Video Card.

    So I drove out to Circuit City and I bought an ATI Radeon X1650 Pro (AGP so its compatible). I tried the new card to no avail. I did notice that all three of my Keyboard LEDs (Caps, num, and scroll lock) were blinking slightly during the boot sequence (which I can't see since my monitor won't turn on), also the mouse LED stayed off.

    So what is going on here? Ireally don't have much time to try and diagnose this further tonight because I have my last midterm exam tommorow and it is going to be tough.

    What should my next steps be? I don't think its an issue with the power supply (Seasonic S 12 430 watts).

    My computer boots up fine its just that the mouse, monitor, and probably keyboard do not turn on.

    I am going to try swapping the monitor later tonight or tommorow to check that out.

    P4, Prescott 3.2 ghz
    Asus p4c800 E deluxe mobo
    1 gig of dual channel ram
    3 hard drives (1 80 gig, 1 200 gig, 1 250 gig)
    Adequately cooled
    Seasonic S12 430 watt psu
    Original Video Card: radeon 9800 Pro 256 mb
    NEw Video Card: Radeon X1650 Pro

    I have had a simular issue, mine turned out to be my power suplie, it was going out but not yet gone. i replaced it and now my tower works great, i hear power suplies are touchy.

    Is it possible that only certain parts of the PSU aren't working?

    because I have the green light on the motherboard and in the Bios (the one time I got into it), the voltage on all the rails seemed to be ok (3,5, and 12)

    I guess I can try running the PC with as little plugged in as possible
