Dial-Up internet problem-WinXP Pro

Here's the deal: the dial up works fine, just as long as I have only one window open. For example, if I'm surfing around Major Geeks, and I see a link in a forum post and I click on it, a new window opens, but it stays blank forever with the hourglass. The link never opens. The same if I go to the Google search if I'm searching MG for a particular file. Again the new window opens but it stays blank and essentially IE stops responding until I close the blank window. Then everything is OK. This happens on any web sites that I visit. It's not my PC (IBM laptop actually) and I kind of need this figured out as quick as possible. I'll keep messing with it in the meantime. If I fix it, I'll be sure to post! Any help or ideas or suggestions will be greatly appreciated!!!

1. Quit all programs that are running.
2. Click Start, and then click Run.
3. Type regsvr32 urlmon.dll, and then click OK.
4. When you receive the "DllRegisterServer in urlmon.dll succeeded" message, click OK.

If that doesn't do it run IEFix.
