Dialup modem cannot be locked ?

A Friend has just got onto the internet using a dialup connection with BT. He tells me there is a warning on the screen the modem cannot be locked, possible system error might require re-boot to use modem. I'm told that he can still get onto the internet. Any ideas as to what the message refers to?
