Did System Restore, Now Really Screwed Up Pc-help Please

I have a Dell Optiplex 780 refurbished that came with win 7 pro. I later installed win 10. Everything was working OK until a few weeks ago when it wouldn't let me make new folders after one of those danged win updates. Starting a few days ago, it would go through a complete windows update, then tell me the update didn't update, then undo all back to where it started. So, today I decided to do a system restore back to where all was working well back in July. The computer now starts up to the usual picture on the screen for sign-in, but the keyboard and mouse won't light up or work at all. I've tried unplugging them both before and after a restart, but nothing changes.

I'm not very skilled at computer diagnostics and repairs, and I can't afford a local tech to do it, so I came to you guys, who have always solved my PC issues.

You need to try to get in to Windows 10 Recovery Options

If that doesn't work you are looking at a full clean reinstall of Windows 10 using the Media Creation Tool on a different working system with, preferably, a USB Pen Drive with at least 6gb free space. You will then download an exact Edition/Verson of Windows 10 on that broken system, then use that bootable USB to reinstall Windows 10.
