My PC Settings tells me I have Windows 10 Home Version 1909, but when I look at my System Information it says I have Windows 10 Home Version 10.0.18363 Build 18363. Why is there a difference between these two?

Press the Windows key and R and type winver. That will tell you 1909 is the Win 10 version and 18363.xxx is the OS build number. It's all the same version.
