Welcome to MG's.....I am going to move this to the software forum where others will see and hopefully give advice. ( Did you put the address in your trusted zone in IE? Are you unable to access it with all browsers?)

Find your hosts file and take a look at it to see whether ncsl or ncsl.org is in it. If you find a line starting with 127.0.0.1 and followed by ncsl or ncsl.org or some other URL containing ncsl, you will not be able to access it unless that line if removed from the hosts file.

For info on the hosts file, see http://en.wikipedia.org/wiki/Hosts_file, and be sure to read the section on Blocking.

What happens when you put 217.140.32.96 into your browser? (that is the actual IP of the site you want to go to.

Still, you could try what I suggested to see whether your hosts file is blocking the URL.

It might be that the DNS your ISP uses have a problem. That means, it has trouble translating the words www.ncsl.org.uk into the correct address 217.140.32.96
It might be worth it to contact your ISP and tell them the problem you have so they can correct it.

usafveteran, if the url www.ncsl.org.uk appeared in the host file, wouldn't that also prevent the user from accessing it using the IP?

    Hi

Delete your internet temps and cookies as one could be corrupt, can use CCleaner to do this easily.

Also if this is a DNS issue, then open a Command Prompt (CMD) can hit Start > Run and type CMD and hit enter (if Vista then click Start and type CMD in the Start Search box and then right click CMD and choose Run as Administrator)

Once the CMD window is open type ipconfig /flushdns

This flushes the local DNS resolver cache which can at times become corrupted with bad entries.

Hi, usafveteran. I did go to the link that you kindly provided but confess that I didn't understand it. I did try to thank you as well for your assistance but when I clicked on 'quote' underneath your text box nothing happened. I am very grateful that you tried to help me and I apologise that my attempt to thank you didn't work (or I didn't understand how to use the forum correctly).
It would be interesting to check out your suggestion that I may be 'blocked' from accessing www.ncsl.org.uk in the usual way but you may have to be more specific with your instructions (i.e click this, press that, if this happens then do this or that ...etc...).

    Once again many thanks

    Hi plodr

how did you find the ip number? also when i was on the homepage of the website i could not access one of the links. so i merely replaced he letters 'ncsl' with the ip number that you provided followed by the rest of the linked address and this worked.

I admit to not being 'technically minded' so what does dns stand for?

DNS: Domain Name System (or Server): It translates names (such as www.ncsl.org) into the IP address of the server hosting the site.

No, I just tested this. I added www.ncsl.org.uk to my hosts file. I then restarted my computer and tried visiting the site by using that URL. I could not view it. But, I can still view the site by using the IP address.

One way is to use a website such as http://whois.domaintools.com/; enter ncsl.org.uk in the search box and the search results page will show the IP address. Another way is to use the ping command. Open a Command Prompt panel and type ping www.ncsl.org.uk at the command line. The results will show the IP address.

To find out what any website's IP is, I use a program called URL Discombobulator from Karen's Power Tools. Karen Kenworthy has many nice programs. She was a tech writer for a computer magazine that stopped publishing quite a few years ago, PCMag.
