Direct3d Failure- Graphic Issues

My problem, up until recently my PC has been working fine with various games, then when i returned from break, i found that my cousins had tampered with my pc somehow and now the graphics are all messed up in certain games. Low brow games such as Cossacks work perfectly fine, but Dawn of War cannot run past the main menu, and parts of the models are neon pink/green and black.
I have a GeForce4 Ti4600. When i ran dxdiag i found directdraw was working fine. But during the direct3d test the box appeared, textured and all, but did not move for all 3 tests. I've noticed that on certain websites, suchs as gamespot, and even typing into this thread causes parts of the screen to flash black and then back to the orignal state. This happens every 2 seconds.
I've also noticed after installing Vampire The Masquerade:Bloodlines, that the startup videos work fine, but at the main menu it remains black for a minute, and then every 20-30 seconds a new part of the menu appears, patiently waiting for about 15minutes the menu screen can be seen, but cannot operate because of thise "lag."

I should also add that ive tried system restore, rolling back the graphics device, updating it, and reinstalling directx 9.0c

 

sounds like reinstalling dx9 shoulda fixed it, maybe try a different revision? when u install newer games they usually have the latest revision (9.0c "month")
