Disaster With Hanging Mouse

I am running Win 8.1 and have a USB mouse (not wireless). For some reason it is gone bonkers. I posted an earlier thread about possibly one of the services causing it to hang. Thank you for all the suggestions but no luck there. I can start to move the mouse across the screen. It moves maybe two inches and hangs. The disk active light comes on briefly. And it can take up to 10 seconds for the mouse to be active again. I have brought up Task Manager and watched it to try to catch what is causing the delay. The total CPU usage has ranged from 2% to 44% with no individual item displaying excessive usage. This will happen two or three times before I can move the mouse from one side of the screen to the other. And then it will work fine for maybe five minutes and then have a spate of the bad behavior for five minutes. In other words it is rather erratic.

I have plugged it into three different USB ports on the computer to no avail. Control panel says it is working fine and the driver is up to date.
