Display/desktop covered in lines or dots

After installing the new ati ccc suite full version and rebooting teh next day i found lines on my screen going vertical. over every image on teh display so not a problem with a game.

i have tried updating drivers, rolling back drivers on graphics card and monitor. disabling cards and cleaning inside machine from dust and crap and checking all was ok. removed card and put it back. smart restore and back again 2 times. uninstalling ati ccc and still no change.

i have this from initial booting of the machine but at teh start it gives me small squares in uniform all across the screen in mid section. then when fully load up to desktop it woudl either be ok or i will have lines down the screen. or after 3 min what ever i open with white background or move will generate a uniform pink fine dots all over and where ever the mose moves and until it just cover the whole screen.

I have tried a number of things but nothing has worked yet and so i am hopeful you gurus can help and give me some clue as to what to do.
