See the screen shots attached..... the first one is from "PC-A" and you'll notice that it does not have a tab for "Desktop" in Display Properties. The second screen shot is from a normal PC (we'll call it "PC-B"). PC-A is running WinXP Media Center, and PC-B is running WinXP Home. Both PCs have Service Pack 2 and have been updated.
    Any thoughts?

Don't forget media centre is xp pro, not home and may have policies set.

    In the registry

    HKCU/software/microsoft/windows/currentversion/policies/explorer

Look for classic shell value. If this is not set to 0 add a Dword

You can do this from a command prompt by typing in

    REG ADD "HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer" /V ClassicShell /T REG_DWORD /F /D 0
