Distorted CD

So I'm not sure what to make of this problem. I just bought a CD for my little sister (Ashley Tisdale - Headstrong) and it didn't work on my computer, my fiance's computer OR my roommate's computer. Every time I put it in one of our CD drives the tracks were filled with static. It was like listening to music on a radio channel that wasn't quite set to the right frequency. One of the computers couldn't even read the disk at all. So I returned it and just got another copy in the mail; exact same problem with this one too.

I have gone out of my way to buy a few more CDs since this happened to test out all of our CD drives on the computers, as well as used some of my old CDs, and they all worked perfectly fine. It's only this one CD, and I don't own a CD player to also test it on. However, having both of the Ashley Tisdale CDs filled with static really confuses me (they were fully wrapped, never been open, in brand new condition). What could be causing this? Do all of our disk drives jut happen to have the exactly same problem, that somehow makes only this ONE CD not work? Or is this CD known for having problems? I really don't know what could cause static on a CD that has no scratches (like I said, brand new condition).

I have goten a couple DVD's that looked like that they played just fine.

But this all so could be a codec problem.
But try the Codec Pack first and see if that helps.

Well I tried out the codec pack you sent me. I didn't really understand what most of it was saying, so I just stuck with all of the default settings. Restarted my computer after that, and the CD was still filled with static. I tried ripping the music onto my computer in hopes that maybe that would help, but the ripped files were also filled with static. After that I tried to update everything in my device manager, and only one thing had an update which was my wireless... so obviously that didn't help my CD problem.

Do you have any other suggestions I could try out? If not I might just yet again return the CD and buy it from another place, and see if it's just that this company has bad CDs.
